North Rocks, between the creeks
A suburb of former orchards and farms between Hunts Creek and Darling Mills Creek, split across the M2.
Farms until the late 1950s
North Rocks is about 26 km north-west of the Sydney CBD. Most of it is in the City of Parramatta, with streets north of the M2 in The Hills Shire. Before rezoning around 1958 it had about 40 farms, including orchards, poultry farms and piggeries. Hunts Creek and Darling Mills Creek run through it.

Parramatta or Hills council?
North Rocks is mostly in the City of Parramatta, but streets north of the M2 are in The Hills Shire. The council that owns your road sets the rules for the crossing, so we check which one applies before we quote.
A North Rocks path and verandah
The front pathway and verandah photo on our site is a North Rocks job. Paths and entries are small pours, but they’re the first thing visitors see, so we take the same care with falls, edges and finish as on a driveway.

What we build here
Driveways and the crossing at the road, carport, garage and granny flat slabs, patios and alfresco areas, pool surrounds, paths and stairs, and decorative finishes.
Excavation included
We do our own cut, fill and base, so one crew handles the job from breaking out the old driveway to the final finish, and one price covers it.
Complete jobs, not patch-ups
Whole driveways, whole patios, whole pool surrounds — where we control preparation, pour and finish rather than patching someone else’s work.
What’s under a North Rocks driveway?
North Rocks is established housing on the shale country south of the Hills, where driveways built decades ago are now due for replacement rather than repair.
What the base has to do
The base under a slab is what the finished job stands or falls on, and on established blocks it is usually where the surprises are: old fill, a previous driveway’s broken-up sub-base, or tree roots that have lifted what was there. Council’s specification sets the minimum for the crossing at the road; past your boundary it is a design question, not a compliance one.
Assessed on site when we quote, not assumed from the street.
Reactive ground moves
Reactive clay swells when it takes up moisture and shrinks as it dries. AS 2870, the Australian Standard for residential slabs and footings, classifies sites by how much that movement is expected: Class A and S are stable to slightly reactive, M moderately, H1 and H2 highly, and E extremely. The more reactive the ground, the more the slab design has to allow for it.

What that means for your block
A site classification under AS 2870 comes from a geotechnical soil test on your property, not from a suburb map, and no honest quote assigns one without it. What we can do is look at the ground when we quote, and tell you where the preparation is going to matter.
Every block is different. A classification for your property comes from a soil test.
Which council is your North Rocks block in?
The Hills Shire and the City of Parramatta both name this suburb, a legacy of the 2016 boundary change. The two run different crossing rules.
Both lists name it
The NSW Electoral Commission lists North Rocks among the localities included wholly or partly in The Hills Shire, and also among those included wholly or partly in the City of Parramatta. The 2016 boundary change moved part of this area out of The Hills. Your rates notice, or a section 10.7 planning certificate, names the council that assesses your block.

Under The Hills
A Vehicular Crossing Request lodged online, paid before residential work commences. The applicant supplies the contractor’s details and a copy of their public liability policy, to a $10 million minimum, and council requires them to be appropriately skilled and experienced. Two inspections — one before any concrete is poured, one at completion — on 24 hours notice.

Under the City of Parramatta
An application and payment of inspection fees before any construction starts. Concrete is no less than 25 MPa at 28 days with a broomed or wood float finish. A residential crossing is between 3.0 and 5.5 metres wide, and the number of crossings is limited to one per property with frontages up to 18 metres, and two where the frontage exceeds 18 metres. Council’s Asset Inspector needs a minimum 24 hours notice for formwork inspections.

Driveway approvals in North Rocks
A new driveway almost always includes the crossing between the road and your boundary. In North Rocks, the first question is not how it gets built — it is which of two councils assesses it.
First, find out whose it is
The NSW Electoral Commission lists this suburb among the localities included wholly or partly in The Hills Shire, and also among those included wholly or partly in the City of Parramatta — a legacy of the 2016 boundary change. Your rates notice or section 10.7 planning certificate settles it for your block.

Local FAQs
Anything else, call 0468 491 882.
Do you do concreting in North Rocks?
Yes. We build driveways and crossings, carport, garage and granny flat slabs, patios, pool surrounds, paths, stairs and decorative concrete for homes in North Rocks and nearby suburbs, including Winston Hills, Baulkham Hills, West Pennant Hills and Castle Hill.
Do you take on small jobs like paths in North Rocks?
Yes. Paths, entries and verandahs are regular jobs for us, and we often do them alongside a driveway so they match.
Do I need council approval for a driveway crossing in North Rocks?
Yes — and the first question is which council. The NSW Electoral Commission lists North Rocks among the localities included wholly or partly in The Hills Shire, and also among those included wholly or partly in the City of Parramatta, a legacy of the 2016 boundary change. Your rates notice or your section 10.7 planning certificate names the council that assesses your block.
What are the two specifications?
Under The Hills: A Vehicular Crossing Request lodged online with payment before residential work commences, the contractor’s details and a copy of their public liability policy to a $10 million minimum, and two inspections — one before any concrete is poured and one at completion — on 24 hours notice. Under the City of Parramatta: An application and payment of inspection fees before construction starts. Concrete no less than 25 MPa at 28 days with a broomed or wood float finish, a residential crossing between 3.0 and 5.5 metres wide, one crossing per property with frontages up to 18 metres and two where the frontage exceeds 18 metres, and a minimum 24 hours notice to council’s Asset Inspector for formwork inspections.
Can I have two driveways?
Under the City of Parramatta, the number of crossings is limited to one per property with frontages up to 18 metres, and two where the frontage exceeds 18 metres. If your block is assessed by The Hills instead, that is a different application with different rules, so check your rates notice before you plan a second crossing.
How much does a concrete driveway cost in North Rocks?
It depends on the size, how much excavation and base preparation the ground needs, whether an old driveway comes out, the crossing at the road, and the finish you choose. On an established block, what is under the old surface is usually the variable. The accurate number comes from seeing the site, and quotes are free.
What kind of ground is a North Rocks driveway built on?
The Hills District sits on the Wianamatta Group shales of the Cumberland Plain, and reactive clay swells and shrinks with moisture, so base preparation and reinforcement matter more than they would on stable ground. Your block’s actual site classification under AS 2870 comes from a geotechnical soil test, not from a suburb map. On an established block the bigger unknown is usually what is under the old driveway — fill, a broken-up sub-base, or tree roots.
Which council covers North Rocks?
Both The Hills Shire and the City of Parramatta name North Rocks in their locality lists, a legacy of the 2016 boundary change. Your rates notice names the one that assesses your block. It matters for a driveway, because Parramatta limits a property to one crossing where the frontage is up to 18 metres and two where it exceeds 18 metres, and sets residential crossing widths between 3.0 and 5.5 metres.
Are you licensed and insured?
Yes. Southo Concrete holds NSW contractor licence 398552C and a general construction induction white card, and carries $20 million public and product liability cover plus workers insurance. Certificates of currency are available on request, along with SWMS where a site needs them, and we can complete site inductions as required.
How long will the concrete last, and will it crack?
We use high-quality materials and proven construction methods to help ensure our work lasts for 25 years or more. We also use appropriate materials and techniques to control cracking in our slabs, helping to keep it very limited, if not eliminate it altogether. Please note that cracking can be affected by factors outside our control, including ground movement, weather and site conditions.
Do you do small concrete repairs in North Rocks?
No. We take on complete jobs — driveways, carport and garage slabs, patios, pool surrounds and paths — where we control the work from preparation through to finish. We don’t do small patch-up repairs.
